Peter Rowell serves as General Counsel for First Florida, bringing extensive experience in 

construction law and a deep understanding of the complex legal matters that impact contractors, 

developers, and property owners throughout the construction process. With more than a decade of experience representing construction industry clients, Peter provides strategic legal guidance 

that supports the company’s operations, risk management, contract administration, and project 

execution. 

 

Board Certified in Construction Law by The Florida Bar, Peter advises on a wide range of 

matters, including contract negotiation and interpretation, payment disputes, construction lien and bond claims, risk mitigation, insurance-related matters, and complex construction defect 

litigation. His practical, solutions-oriented approach helps protect the company’s interests while 

supporting collaborative project delivery and long-term client relationships. 

 

Peter works closely with executive leadership, operations, preconstruction, project management, and contract administration teams to navigate the legal and contractual complexities associated with large-scale construction projects. His ability to provide clear guidance and proactive counsel plays an important role in helping projects move forward efficiently while minimizing risk exposure.
